Bi-Partisan Presidential Recount Commission

We, the People of the United States, call for the immediate creation of a
Bi-Partisan Presidential Recount Commission to serve as a binding arbitrator
to resolve all disputes related to the election of the President of the
United States in 2004 - IF the winner is in serious dispute when the polls
close on Election Day.

Since there is no time for Congress to create such a Commission, we call
upon President George W. Bush and Senator John F. Kerry (and their
respective Party chairmen) to sign a letter of understanding (similar to the
debate letters) to submit all disputes to binding arbitration by this
Commission, instead of filing lawsuits.

The Commission would consist of the following distinguished Americans,
operating as bi-partisan pairs to put the National interest ahead of
partisan interests, as they have done successfully in the past: 


*	Jimmy Carter and Gerald Ford, co-chairs of the National Commission
on Federal Election Reform 

*	Tom Keane and Lee Hamilton, co-chairs of the 9-11 Commission 

*	Gary Hart and Warren Rudman, co-chairs of the Commission on National
Security/21st Century 

The Commission would seek to resolve all disputes by applying the
fundamental principles of democracy: maximizing participation, transparency,
and accuracy while minimizing fraud and partisanship.
