Louisiana Governor gives up on FEMA, hires independent contractor to collect/recover bodies!

FEMA's ability to support and conduct itself still fails. 

Homeland Security, manager of FEMA  has dropped the ball big time, for the Governor to take this step after 2 1/2 weeks speaks for itself!!

What is the massive National Guard support in New Orleans doing, if the Governor has had to take this step?
