Or, they can save all that bother, expense, and risk, and just send 2 moles 
driving cross-country in opposite directions with miniscule vials of toxic 
biological agents and drop one on the highway every 50 miles.

At the end of 2 weeks half of America would be dead.

Which, in all reality, is what they will most likely eventually fall back on.

It's much more efficient, safe, and effective than hijacking airliners etc.

And all the Intelligence Czars in the world still cannot stop a microbe.
